​The WISDP platform has made it so that those businesses that have the DBE certification can easily transition into the MBE, DVB, or WBE certifications that the WISDP has to offer. If your business becomes certified with WisDOT, you are able to streamline the certification process with the Supplier Diversity Program ​using a ​Substantially Equivalent Application (SEA), which is a wonderful resource!

Steps to Utilize the SEA for Certification 

1. Eligibility Check: Ensure your business is currently certified by an approved agency (e.g., WisDOT) and meets the ownership and management criteria for the desired WISDP certification (MBE, DVB, or WBE). 
   
   
2. Complete the SEA Form: Fill out the Substantially Equivalent Application (SEA) form, providing detailed information about your business, including ownership structure, type of business, and certification agency details. Ensure all information is accurate and up-to-date. 
   
   
3. Submit Supporting Documents: Gather and submit necessary supporting documents, such as proof of existing certification, business licenses, and ownership verification. These documents help substantiate your application. If you are certifying a woman-owned or service-disabled veteran-owned business, the application comes with a $150 fee. Minority-owned businesses can be certified for free.
   
   
4. Affidavit and Authorization: Sign the affidavit and authorization section of the SEA form, allowing the WISDP to verify information with the original certifying agency and conduct any required inspections or site visits. 
   
   
5. Application Review: The WISDP will review your application and supporting documents. They may request additional information or clarification during the review process. 
   
   
6. Certification Approval: Upon approval, your business will receive the new certification(s) under the WISDP, allowing you to take advantage of the benefits and opportunities available to certified businesses. ​​
